DECISION On the approval of the General Planning on construction of Nhon Hoi Economic Zone, Binh Dinh Province
THE PRIME MINISTER
Pursuant to the Law on the Organization of the Government dated 25 December 2001; Pursuant to the Law on Construction dated 26 November 2003; At the proposal of the Minister of Construction in Submission No. 15/TTr-BXD dated 13 May 2005 and the proposal of the Chairman of the People’s Committee of Binh Dinh Province in Submission No. 19/TT-UB dated 8 April 2005,
DECIDES:
Article 1. To approve the General Planning on construction of Nhon Hoi Economic Zone, Binh Dinh Province, until 2020 with the main contents as follows: 1. The scope of planning: Nhon Hoi EZ is located in Phuong Mai Peninsula, Binh Dinh Province, encompassing the communes of Nhon Hoi, Nhon Ly, Nhon Hai, Area 9 of Hai Cang Ward, Quy Nhon City, part of the communes of Phuoc Hoa, Phuoc Son, Tuy Phuoc District and part of the communes of Cat Tien, Cat Hai, Cat Chanh, Phu Cat District; being bordered by: - Ba Mountain, Cat Hai Commune, Phu Cat District to the north; - East Sea (South China Sea) to the south; - Thi Nai Lagoon to the west, - East Sea to the east. 2. Nature: - Being an economic zone with its own regulation of operation, including: Non-tariff zone, Industrial zone, seaport services, trade and service, tourism, new urban area operating under an exclusively preferential mechanism, being the driving force for the socio-economic development of Binh Dinh Province and the region of Central Vietnam. - Being the new development area of Quy Nhon City with modern and complete technical infrastructure and social infrastructure and clean environment associated with the nature. 3. Scale of population and land - Total planned land area: About 12,000 ha. - Total population until 2020: About 150,000 inhabitants, of which urban population being about 130,000 inhabitants and rural population being about 20,000 inhabitant. 4. Main development orientations: a) The area in the southwest of Phuong Mai Peninsula (east of Thi Nai Lagoon and west of Phuong Mai Mountain): Developing industries in association with Nhon Hoi seaport and the Tariff Zone. b) The area in the middle of Phuong Mai Peninsula (east of Thi Nai Lagoon and west of Phuong Mai Mountain): Developing tourist and service areas and urban areas. c) The area in the north of Phuong Mai Peninsula: Restructuring and improving and the urbanized villages, developing the wind power area and sea resort areas. 5. Spatial arrangement: Nhon Hoi EZ consists of two main functional zones: Non-tariff Zone and Tariff Zone. a) The Non-tariff Zone (construction area about 545 ha) is the zone surrounded by a solid fence with entry-exit being under multi-departmental check, located at Nhon Hoi commune, Quy Nhon City, including the port and port logistic service area (55 ha), the center area (90 ha), the export processing zone (300 ha) and the warehouse area (100 ha). b) The Tariff Zone (construction area about 4,720 ha), in which: - Industrial zones (total area about 1,395 ha) including: Nhon Hoi Industrial zone (about 1,050 ha); wind power area (about 300 ha) being placed from Phu Hau village to Khe Da Su; ship and boat building and repairing industrial area (about 45 ha) being placed south of Nhon Hoi port. - Tourist areas (area about 1,585 ha) including: lagoon, sea and salt-marsh ecotourism and mountain tourism, being placed in Thi Nai Lagoon, between Phuong Mai Mountain and Nhon Ly commune, and on Ba Mountain, Cat Hai commune. - Urban residential areas (total area about 1,105 ha) including: Nhon Hoi new urban area (population about 84,000 inhabitants, area about 750 ha); Cat Tien tourist service residential area (population about 32,000 inhabitants, area about 230 ha); Nhon Ly tourist service residential area (population about 8,000 inhabitants, area about 65 ha); Cat Hai tourist service residential area (population about 6,000 inhabitants, area about 60 ha). - Rural residential areas: Maintaining the existing rural residential areas and building re-settlement areas serving the clearance of the land areas to build Nhon Hoi EZ. The area for rural residential areas by 2020 shall be only 60 ha. - The centers: Training center being located in the center of the Industrial zone (about 15 ha); Nhon Hoi EZ administration and management center (10 ha) and urban centers being located in Nhon Hoi new urban area and Cat Tien urban residential area. - The green tree parks including: Green trees in residential areas (about 130 ha); green trees in the gymnastic and sport parks in the north of Nhon Hoi new urban area (about 140 ha); ecological green trees in the surrounding areas of Thi Nai Lagoon isolating the Industrial zone from Thi Nai Lagoon ecological area and urban residential area (about 175 ha). 6. Architectural planning and natural landscape protection: a) For the areas of natural landscape and cultural and historical relics: - Preserving the natural landscape of the sand dunes, high hills, water surface, rivers, lagoon; preserving the ecological system of sea and lagoon; renovating and adding the trees compatible with the urban landscape and serving tourism. - Preserving and embellishing historical relics and evidences. - Exploiting the beaches, flooded and hollow areas, high hills and mountains, areas along the banks of rivers and canals to form the attractive green tree areas and tourist spaces. - Green trees in the water surface areas combining together in a continuous system and covering widely all over the peninsula to protect the ecological environment of the whole Nhon Hoi EZ. b) For the urban areas: - The new construction area being determined to have the spacial structure and model of an ecological urban area with the decisive spatial axis towards Thi Nai Lagoon and the sea. - Nhon Hoi new urban area is the key spatial area of Nhon Hoi EZ being constructed completely and modernly with high-rise buildings. The decisive spatial axis is in the direction of Thi Nai Lagoon - Phuong Mai Mountain. - In the sea tourist areas, buiding mainly low-rise works in association with ecological green trees and developing tourist attractions with the spatial axis towards the sea. - In the industrial zones, building service and public works creating landscape and micro-climate in the industrial zones. 7. Development orientations of the technical infrastructure: a) On transport: - External transport: + Road: Building a new road connecting the center of Quy Nhon City with Nhon Hoi port and the Industrial zone, building a new external road in the west of Phuong Mai Peninsula with the horizontal section of 65m; building external bus stations in the north (about 3 ha) and in the south (about 4 ha), an external lorry station (about 3 ha) and warehouses (about 5 ha). + Waterway: Nhon Hoi port with a capacity of about 12 million tonnes a year; total area of the port about 210 ha, in which the free port 55 ha, tariff port 110 ha and the ship building and repairing area 45 ha. + Railway: Using new station at Nhon Binh ward as the central railway station serving external railway transport for Nhon Hoi EZ. + Airway: Using Phu Cat airport as the external airport of Nhon Hoi EZ. - Internal transport: The main transport network includes: Main North - South axial routes having horizontal section from 40m to 80m; main East - West axial routes having horizontal section between 45m and 65m; two external bus stations at Cat Tien commune and in Nhon Hoi new urban area; two external lorry stations in Nhon Hoi new urban area and the area near the industrial zones. b) Ground levelling: - The ground of residential areas shall be levelled for construction at the height of 3m or higher; - The ground of industrial zones shall be levelled for construction at the height of 3.5m or higher; - The ground of Thi Nai Lagoon ecotourist area shall be levelled for construction at the height of 2.5m or higher; - By the sides of the mountains, only the specific ground of each construction work shall be levelled, while large-scaled levelling affecting the surrounding landscape being unallowed. c) Water supply: - Total demand for water: About 24,000m3 every 24 hours for the first period; and about 64,000m3 every 24 hours for the subsequent period. - Water source: Mainly using water source from Kon River system, Dinh Binh Reservoir, part of Ha Thanh River basin and My Thuan Reservoir (south of Ba Mountain). d) Rain water drainage: - Separate rain water drainage to be chosen, using round culvert network for main drainage lines, and using gutter network covered by reinforced concrete panels for branch lines outside urban areas. e) Power supply: - Power source: Using 220KV grid connected from Phu Tai; building the 220/110KV-2x125MVA transformer station in Phuong Mai Peninsula; Additionally, source from the wind power plant with a capacity of about 50MW being available. - Power network: + 110KV transformer stations: 4 110/22KV stations to be built for the whole area (Nhon Hoi station 1, Nhon Hoi station 2, Nhon Hoi station 3, and Nhon Hoi station 4). + 110 KV network: 3 110KV double-circuited lines to 110KV stations from 220KV station. Using underground cables for 22KV lines in residential areas, and using underground cables or open-air wires depending on the financial conditions. f) Waste water drainage: Waste water: Urban used waste water to be collected and treated separately for each urban area into grade B, Vietnamese standard (TCVN-5942-1995); industrial waste water to be collected and treated separately into grade B, Vietnamese standard. g) Environmental sanitation: - Solid waste treatment: Applying treatment technology of producing organic fertilizer, recycling inorganic substances, and filling the wastes sanitarily. - Graveyard: Applying one-time burial mode or incineration technology to save land and secure environmental sanitation. 8. Priority investment projects: - Resettlement for the households whose land areas being subject to cleared and compensated for upon construction of Nhon Hoi EZ; - Construction of the technical infrastructure of Nhon Hoi EZ, including network of roads and waterway (Nhon Hoi port, phase 1), ground levelling, power supply, water supply and drainage; - Construction of Nhon Hoi industrial zone, phase 1; - Construction of social infrastructure facilities in the residential areas. Article 2. Organization of implementation The People’s Committee of Binh Dinh Province shall announce and organize the construction in compliance with the General Planning on construction of Nhon Hoi Economic Zone as stipulated by laws. Article 3. This Decision shall come into effect 15 days after its publication in the Government’s Official Gazette. The Ministers of Construction, Planning and Investment, Transportation, Agriculture and Rural Development; the General Director of Vietnam National Administration of Tourism, heads of concerned agencies and the Chairman of the People's Committee of Binh Dinh Province shall be responsible for the implementation of this Decision.
