DECISION OF THE PRIME MINISTER

On the approval of the amendment of the General Planning of

Quy Nhon City, Binh Dinh Province, until 2020

 

 

THE PRIME MINISTER

 

Pursuant to the Law on the Organization of the Government dated 25 December 2001;

Pursuant to the Regulation on the management or urban planning issued with Decree No. 91/CP dated 17 August 1994 of the Government;

At the proposal of the Chairman of the People’s Committee of Binh Dinh Province in Submission No. 43/TT-UB dated 3 September 2003 and the proposal of the Minister of Construction in Submission No. 05/TTr-BXD dated 25 February 2004,

 

DECIDES:

 

Article 1. To approve the amendment of the General Planning of Quy Nhon City, Binh Dinh Province, until 2020 with the main contents as follows:

1. The scope of amendment of planning:

The scope of amendment of planning encompasses the existing area (including 16 wards and 4 suburban communes, 21,644 ha in area), the expectedly expanded area towards the west (the area of Long My of Phuoc My commune, Tuy Phuoc District, about 6,942 ha in area) and the expectedly developed area of Nhon Hoi Economic Zone (about 12,000 ha in area, in which 7,113 ha within scope of the city and 4,887 ha of the expectedly developed area in the districts of Phu Cat and Tuy Phuoc). The whole city by 2020 shall have a total area of 33,473 ha, being bordered by:

- The districts of Tuy Phuoc and Phu Cat to the north and the northwest;

- Tuy Phuoc District to the west;

- Phu Yen Province to the south;

- East Sea (South China Sea) to the east.

2. Nature:

- Quy Nhon City is the capital city, the political, economic, cultural, scientific and technological center of Binh Dinh Province.

- Being a city in the Key Economic Region of Central Vietnam, one of the industrial, port service, commercial, tourist, education and training centers of the coastal Southern Central Region and the Central Highlands of Vietnam.

- Being the important hub of road and waterway transport of the Southern Central Vietnam and the gateway of the Central Highlands, Southern Laos, Northeastern Cambodia and Thailand towards the East Sea.

- Having an important location in respect of security and national defence.

3. Scale of population:

- By 2010, the total population of the city shall be about 350,000 inhabitants; of which urban population about 320,000 inhabitants, suburban population about 30,000 inhabitants;

- By 2020, the total population of the city shall be about 500,000 inhabitants; of which urban population about 450,000 inhabitants, suburban population 50,000 inhabitants;

4. Scale of land:

a) By 2010, the total area of the city shall be about 28,586 ha, of which:

- Urban land: 15,011 ha, including:

+ Land for urban area construction: 4,130 ha, averagely 125m2/person, of which civil land 2,880 ha (including urban service land area 2,490 ha, suburban service land area 390 ha); non-civil land 1,250 ha, averagely 30m2/person (of which industrial land area 670 ha);

+ Other urban land: 10,881 ha.

- Suburban land: 13,575 ha.

b) By 2020, the total area of the city shall be about 33,473 ha, of which:

- Urban land: 16,531 ha, including:

+ Land for urban area construction: 6,000 ha, averagely 133m2/person, of which civil land 3,600 ha (including urban service land area 3,150 ha, suburban service land area 450 ha); non-civil land 2,400 ha, averagely 45m2/person (of which industrial land area 1,250 ha);

+ Other urban land: 10,531 ha.

- Suburban land: 12,055 ha.

- Land area from expected expansion of the city towards the north (part of Phu Cat district and Tuy Phuoc district): about 4,887 ha.

5. Spatial arrangement orientation:

5.1. Land use composition and functional zoning:

5.1.1 Civil land areas:

a) Residential areas:

Establishing urban areas: the central urban area (the existing area), the north urban area, the west urban area and Nhon Hoi urban area in Phuong Mai peninsula, of which the details being as follows:

- The central urban area (the existing area) consisting of 12 wards:

+ By 2010, population about 210,000 inhabitants, land area 630 ha;

+ By 2020, population about 220,000 inhabitants, land area 660 ha;

Building of new works shall be restricted; mainly renovating and improving the already built areas shall be executed, construction density: 30%, average height level: 3 floors. The central urban area shall be completed and expanded towards Quy Hoa and along Quy Nhon - Song Cau road, serving mainly tourism development.

- The north urban area consisting of the wards of Nhon Binh, Nhon Phu and the northern Ha Thanh River area:

+ By 2010, population about 55,000 inhabitants, land area 192.5 ha;

+ By 2020, population about 130,000 inhabitants, land area 455 ha;

Mainly for building of garden houses and villas, average height level: 2 floors, construction density: 25 - 30%, averagely 35m2/person.

- The west urban area consisting of the wards Bui Thi Xuan, Tran Quang Dieu and the expansion area of Long My:

+ By 2010, population about 55,000 inhabitants, land area 192.5 ha;

+ By 2020, population about 130,000 inhabitants, land area 455 ha;

The average rate of residential land 45m2/person, construction density: 25 - 30%, average height level: 2 floors.

- Nhon Hoi urban area (in Nhon Hoi EZ - Phuong Mai peninsula): Being built as a new urban area, serving industrial and tourism development.

+ By 2010, population about 30,000 inhabitants, land area 152 ha;

+ By 2020, population about 50,000 inhabitants, land area 255 ha;

Mainly for building garden houses, averagely 51m2/person, construction density: 25 - 30%, average height level: 2 floors.

b) The centers:

Total area: 315 ha, averagely 7m2/person.

- The administrative and political center being mainly located at Le Loi ward, 15 ha in area.

- The city level and region level trade and service center including representative offices, banking and financial establishments, high-rise hotels, central supermarkets, etc. being located on Nguyen Tat Thanh avenue (the former airport area), 45 ha in area.

- The office buildings of the agencies not under the city: 125 ha in area.

c) The professional centers:

- Total area: 185 ha, of which 125 ha for agencies not under the city and 60 ha for the colleges, vocational and career schools including the existing land being maintained and the expanded land on Quy Nhon - Song Cau road or at Tran Quang Dieu ward.

d) The gymnastic and sport green tree parks and forestry parks:

- The urban area green tree parks: 495 ha in area, consisting of:

+ Phu Hoa park, 149 ha in area: a cultural, gymnastic and sport and entertainment and recreational park;

+ Ba Hoa ecological forest park, 260 ha in area;

+ Coastal parks in association with trade and service and public utility centers, 36 ha in area;

+ Ha Thanh entertainment and recreational park along Ha Thanh river, 50 ha in area;

- Ecological green tree areas and forestry parks, 300 ha in area, including:

+ Nhon Ly park, 200 ha in area, a cultural resort park serving the tourist areas of Ba mountain and Nhon Ly;

+ Bau Lac park, 100 ha in area, serving the areas of Bui Thi Xuan and Tran Quang Dieu wards;

+ The areas of Phuong Mai and Vung Chua mountains to be built as forestry parks serving eco-tourism.

5.1.2. Non-civil land areas:

a) Industrial zones:

By 2020, the area shall be 1,250 ha, of which:

- Concentrated industrial zones: Phu Tai industrial zone, 330 ha in area; Nhon Hoi industrial zone, about 600 - 700 ha in area in association with Nhon Hoi port, arranged to build the hi-tech zone and develop industries supporting port and tourism; Long My industrial zone, 250 ha in area, arranged to develop industries of construction materials, agro-forestry processing, agriculture serving mechanical products, etc.

- Small-scale industrial zones: The seafood processing area in the north, 15 - 20 ha in area; small industrial and handicraft zone at Quang Trung ward, 50 - 100 ha in area;

- The wind power plant to be located northwest of Nhon Hoi, 50 - 100 ha in area;

- The plants or factories causing environmental pollution shall have to be moved out of the city.

b) Warehouse land areas:

By 2020, the area shall be 190 ha including the warehouses serving the ports of Nhon Hoi, Quy Nhon, Thi Nai. The ammunition, fuel and oil storehouses of the army and the storehouses of the branches if located unreasonably shall be subject to some measures of being moved out of the city.

c) Land area for port building:

- The existing Quy Nhon port, a general and container port, shall be invested for upgrading and expansion to have a capacity of 3 million tonnes a year; 25 ha in area.

- The existing Thi Nai port, the local general port, shall be invested for upgrading and expansion to have a capacity of 0.5 - 0.6 million tonnes a year; 4 ha in area.

- The new Nhon Hoi port (east of Thi Nai lagoon), a general and container port, shall be built with a capacity of about 11 million tonnes, 90 ha in land area.

d) The source works, waste treatment area and graveyard:

The land area shall be 216 ha.

5.2. Architectural planning and natural landscape protection:

- The central area (existing urban area) shall bear bold identities of the architectural style of a coastal city with the decisive spatial axes towards the sea.

- The northern area (Nhon Binh - Nhon Phu) shall show itself clearly as the area bearing the special ecological characteristics of the river and sea mouth. The specially characteristic space shall be the space of various kinds of garden houses and villas in association with green trees and eco-tourist areas.

- The western area (Phu Tai area of Tran Quang Dieu and Bui Thi Xuan wards), the area where industrial factories are concentrated, shall have a suitable architectural space of combining modern high-rise apartment buildings with green tree areas and clean industrial factories causing little pollution.

- Nhon Hoi area - Phuong Mai peninsula, a new built area, shall have the spatial development structure and model of a garden city with the decisive spatial axes towards Thi Nai lagoon.

6. Development orientations of the technical infrastructure:

6.1. On transport:

6.1.1. External transport:

+ Railway:

Exploiting the railway route within the city and Quy Nhon station until 2005; after 2005 removing them out of the city and establishing the branch route into Quy Nhon port; building pre-port station at Nhon Binh in association with rail switching.

+ Road:

- The National Roads 1A and 1D going through the city to be both external road and main urban road; road limit 30 - 40m, length 25km.

- Building National Road 19 extended eastwards through Tuy Phuoc township to be devided into 2 branches: National Road 1A going to Quy Nhon port, and National Road 1B going to Nhon Hoi port; road limit 60m, length 9.5km. The road and bridge Quy Nhon - Nhon Hoi (across Thi Nai lagoon) having the length of about 7km, in which the main road being about 2.5km long and 5 small bridges across the islets west of Ha Thanh river having the length of about 700m, with bridge breadth of 15m.

- Building completely the central bus station in the south of the city with the area of 4.3 ha as per the approved project; renovating and expanding Nhon Binh Dinh Province bus station in the north as the inner-province bus station, 1.5 ha in area; building 2 bus stations at Dieu Tri and in Phuong Mai urban area with a total area of 3 - 4 ha.

c) Waterway:

- Quy Nhon port with a capacity of 4 million tonnes a year by 2020, occupying the land area of 25 ha.

- Nhon Hoi port with a capacity of 11.5 - 12 million tonnes a year by 2020, occupying the land area of 90 ha.

- Thi Nai port with a capacity of 0.8 million tonnes a year by 2020, occupying the land area of 4 ha.

6.1.2. Urban transport:

The main axial roads and area roads shall have the total length of 279.8km, road density 4.7km/km2. The land area for urban transport shall be 540 ha, averagely 12m2/person.

- The main transport routes connecting the existing area with the new developed area in Phuong Mai peninsula including: Suoi Trau road across Vung Chua, road limit 20m, with the tunnel through the mountain of 1,200m long; Dien Bien Phu street and Nhon Binh Dinh Province road west of Ba Hoa mountain, road limit 60m; Quy Nhon - Nhon Hoi road connecting with Nguyen Tat Thanh avenue, road limit 40m.

- The inner-city road network: Renovating and upgrading the roads and streets in the existing urban area; in the new developed urban area, building the road network consisting of grade 1 main roads with road limit of 40 - 60m, grade 2 main roads with road limit 30 - 35m; inter-area roads with road limit of 24 - 28m, area roads with road limit of 15 - 20m.

6.2. On ground levelling and water drainage:

6.2.1. Ground levelling:

a) For the existing urban area, the ground for construction shall be levelled at the height of 3m or higher, in which:

- The park areas having construction ground height of 2.5m or higher;

- The areas of Bui Thi Xuan and Tran Quang Dieu wards having construction ground height of 4.5m or higher;

- For the construction works by the sides of Vung Chua and Hon Cha mountains, only the specific ground of each construction work shall be levelled, while large-scaled levelling being unallowed to avoid landslide.

b) For the area of Phuong Mai peninsula:

- Construction ground height of 3.5m or higher;

- By the side of Phuong Mai mountain and the parks, only specific ground of each construction work shall be levelled, while large-scaled levelling being unallowed.

- In the areas along the rivers and springs, only plantation of green trees shall be allowed, while no work near the banks of the river (subject to the river protection limit of 30 to 50m) being allowed.

6.2.2. Rain water drainage:

- For the existing urban area, using the common drainage network, with the circular culvert at the draining end.

- For the new built area, building a separate rain drainage network.

6.3. Water supply:

a) Water source:

Using underground water at Ha Thanh river well ground (capacity 20,000m3 every 24 hours), Tan An - Kon river well ground (capacity 25,000m3 every 24 hours), and the surface water source from Dinh Binh reservoir - Kon river (capacity 100,000m3 every 24 hours) with the expected locations to take the water at Dap Da township and Anh Nhon township.

b) Total water use demand:

- By 2010: 63,500m3 every 24 hours;

- By 2020: 160,000m3 every 24 hours.

c) Water supply rate:

- For urban area: 110 litre/person every 24 hours for the first stage (by 2010); and 150 litre/person every 24 hours for long term (by 2020);

- For industries: 40m3/ha every 24 hours;

- For tourism: 300 litre/person every 24 hours.

6.4. Power supply:

a) Power source:

- Using source from the national electricity grid of 220KV and 110KV via the provincial transformer stations.

- Building a wind power plant at Nhon Hoi with the expected capacity of 15 - 30MW as the power source on the spot supplying power to the city and connecting to the national electricity grid.

b) Total power use demand:

- By 2010: 190,186 KW;

- By 2020: 326,315 KW.

c) Daily life power supply rate:

- By 2010: 700KWh/person/year for urban area;

- By 2020: 1,500 KWh/person/year for urban area.

6.5. Waste water drainage and environmental sanitation:

- Using the daily life waste water drainage system in common with the rain water drainage system for the existing urban area (north, east and southeast of Ba Hoa mountain); using separate waste water drainage system for the remaining areas.

- Building the separate water drainage system for Phuong Mai area;

- Hospital waste water shall be treated separately for each hospital to reach the sanitary standard before being drained into the common system;

- Industrial waste water shall be treated separately at the waste water treatment stations of each industrial zone before being drained into the common system;

- Building 2 solid waste treatment areas at Long My with the area of 11.5 ha and in the west of Ba mountain with the area of about 4 ha;

- The graveyard for the people: One at Bui Thi Xuan ward (by the stand of Hon Cha mountain) with the area of 21 ha and another new one in the west of Ba mountain with the area of 3 ha.

7. Planning for the first stage until 2010:

7.1. Investing to exploit and renovate the existing urban area:

- For the residential areas: Planning the renovation of the residential houses with average height level of 1.5 - 2 floors, construction density 35 - 39%.

- For the urban service public works: Renovating and upgrading subject to the development demand.

- For the green tree areas and urban parks: Continuing the perfection and decoration.

- For the existing industrial zones: Completing Phu Tai industrial zone (stages 1 and 2) with the area of 330 ha and the small-scale industrial and handicraft zone at Quang Trung ward with the area of 20 ha.

- For the area of Quy Nhon port: Renovating and udgrading by means of building a new 30,000 DWT wharf, 170m long, 25 ha in area.

7.2. Investing to build the expanded areas:

- Planning, investing to build the new areas with the area of about 270 ha for 30,000 inhabitants, focusing at Phu Tai, Nhon Binh, Nhon Phu and Nhon Hoi.

- Building the trade and service center with the area of 30 ha in the area of the former airport and building a number of public works such as the Provincial Cultural Center, the Workers' Cultural House, the Provincial Museum, hotels, etc.

- Building a chain of city parks including:

+ Phu Hoa park, 149 ha in area, a cultural, gymnastic and sport, entertainment and recreational park;

+ Ba Hoa mountain park, 260 ha in area, in association with Phu Hoa park, serving Phu Tai urban area.

- Planning, building completely Nhon Hoi industrial zone with the area of 250 ha, a general industrial zone serving the provincial economic development, including the fields of manufacturing, processing, ship building and repairing, etc.

- Building the wind power area in Phuong Mai peninsula with the area of 50 - 60 ha.

- Building Nhon Hoi port west of Thi Nai lagoon, 30 ha in area, with a 30,000 DWT wharf and the capacity about 2.5 million tonnes a year.

7.3. Infrastructure projects:

- Building National Road 1A into Quy Nhon port, National Road 1B into Nhon Hoi port.

- Renovating and expanding Quy Nhon port to have a capacity of 2.2 million tonnes a year; building Nhon Hoi port to have a capacity of 1.3 - 2.2 million tonnes a year for stage 1.

- Building the central bus station and Nhon Binh, Dieu Tri bus stations.

- Renovating and upgrading the streets in the existing urban areas.

- Building the new routes: Xuan Dieu coastal street, Quy Nhon - Nhon Hoi road and bridge, Nguyen Tat Thanh extended street, Dien Bien Phu Street, etc. and a number of car parks in the center of the city.

- Building Quy Nhon No. 2 water supply plant (at Dieu Tri) with a capacity of 25,000m3 every 24 hours; Phu Tai water supply plant with a capacity of 1,000m3 every 24 hours; 2 pressure intensifying pumping stations at Nhon Hoi with a total capacity of 20,000m3 every 24 hours.

- Building the 220KV single-circuited power line from Quy Nhon to Tuy Hoa and Nha Trang; increasing Phu Tai 220/110KV station to 2x125MVA; building 110KV stations and lines, 22KV power grid.

7.4. Priority investment projects:

- Infrastructure of Nhon Hoi Economic Zone;

- Nhon Hoi industrial zone;

- Nhon Hoi port;

- Nhon Hoi new urban area.

Article 2. To assign the People’s Committee of Binh Dinh Province:

- To approve the documents of the amendment of the General Planning of Quy Nhon City until 2020 to create the base to manage the planning and implement the following steps of construction investment.

- To promulgate the Regulation on the management over the construction in accordance with the amendment of the General Planning of Quy Nhon City until 2020 after receiving the agreement of the Ministry of Construction.

- To organize the announcement of the amendment of the General Planning of Quy Nhon City until 2020; coordinate with the concerned ministries and branches to prepare the plan on implementing the amendment of the General Planning of Quy Nhon City in compliance with the law regulations.

Article 3. This Decision shall come into effect 15 days after its publication in the Government’s Official Gazette.

The Ministers, heads of the ministerial level agencies, heads of the governmental agencies, the Chairman of the People's Committee of Binh Dinh Province and the Chairman of the People's Committee of Quy Nhon City shall be responsible for the implementation of this Decision.
