ODA disbursement formalities too complicated

A survey on decentralization of ODA management in HCM City, Son La and Quang Tri provinces reveals that too many formalities are needed. This is the reason for ineffective use of ODA in Vietnam. 

According to the European Commission-funded survey, conducted by the Central Institute for Economic Management, to withdraw capital for ODA projects, at least seven kinds of documents are required and it is eight documents for striking a balance. 

It is a problem when the investor is responsible to ODA projects while the projects are audited by the Vietnamese side and independent auditor of the sponsor. 

The survey also points out that provincial People’s Committee has little power related to reciprocal capital in projects receiving capital from the state budget. Apart from the supervision of agencies under the law, ODA projects are also under the control of many others such as inspection and auditing agencies. 

Lacking a combination among Vietnamese agencies, they don’t recognize inspection results of each other on the same projects. 

The effect in using ODA capital is at the average or low level because of slow implementation. The quality of ODA projects is also low. 

There are four matters affecting the effect in using ODA capital: formalities, process, pace, harmonization; site clearance, compensation; quality of contractors; selecting consulters. 

According to the survey, one of the reasons that makes low quality for ODA projects is selecting wrong consultants at the preparation stage.
