Investment incentive policies on building and operating the infrastructure of industrial zones and clusters15 August 2007With a view to create favourable conditions and encourage investors in building and operating the infrastructure of industrial zones (IZs) and industrial clusters (ICs), on August 8, Binh Dinh Province People’s Committee promulgated the Decision No.16/2007/QĐ-UBND on investment incentive policies of building and operating the infrastructure of IZs and ICs in the province (except for IZs of Nhon Hoi Economic Zone).Accordingly, investors of IZs and ICs shall be assisted with the least charge of land rent as stipulated by the Government and the Ministry of Finance. They shall be also assisted with 100% of charge in surveying land map, terrain, detailed plan of IZs and ICs; 50% of charge in establishing investment projects and reports on evaluation of environmental impacts; 100% of charge in compensating for damage, detecting mines to construct IZs and ICs, constructing technical infrastructure for resettlement areas, constructing exhumation areas; 50% of charge in constructing treament systems of wastewater, assisted in building traffic routes and provision of power, water, telecom services as far as the boundary of IZs, ICs.The above expenditure shall be provided from the provincial budget (for IZs, ICs managed by the province), from the city, district budget (for ICs managed by the city and districts). As for mountainous districts (An Lao, Van Canh, Vinh Thanh) shall be supported with 70% of their expenditure, and 50% of its expenditure for Hoai An.Projects on building and operating the infrastructure of IZs and ICs shall be assisted with not only investment preferences as regulated by the Central Government, Ministries, Acencies and Binh Dinh Province People’s Committee but also investment preferences as stipulated by the Decision. |
