VNSTeel to build USD500 bil steel rolling mill in Binh Dinh

On 19 July 2008, the delegation of Vietnam Steel Corp (VNSteel) led by the General director Dau Van Hung worked with authorities of Binh Dinh Province to explore a location for building a steel rolling mill with an yearly estimated capacity of one million tonnes of steel roll.

Mr Vu Hoang Ha, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee received and had a meeting with the delegation. Also joining the meeting are Vice chairman Le Huu Loc and leaders of the departments of Planning and Investment, Industry and Trade, Construction, Natural Resources and Environment and Binh Dinh Province Industrial Zones Authority.

At the meeting, the General director Dau Van Hung showed that the production and consumption of steel focus mainly in the north and south centres of Vietnam. The need of steel is forecast to increase continuously while Vietnam still imports steel from abroad. Binh Dinh Province has favourable geographical position; comprehensive infrastructure and transport network, especially Quy Nhon Seaport; right industrial development orientation and invesment attraction. These are reasons that VNSteel decided to choose Binh Dinh as a a priority to invest  a USD500 billion steel rolling mill.

As the plan, the construction of the mill will be divided into three phases:

+ The first phase (2009-2010): invest USD50 million in building a Mn alloy production workshop  with the capacity of 80,000 - 100,000 tonnes per year.

+ The second phase (2010-2013): invest USD300 million in building a steel refinery and rolling workshop with the capacity of 500,000 tonnes per year.

+ The third phase (2013-2015): invest USD150 million in enlarging the steel refinery and rolling workshop, raising the capacity to 1,000,000 tonnes per year.

The mill will use the materials of wasted iron and steel, the environment friendly technology of exhaust fumes treatment (10mg exhaust fumes/m3: five - fold lower than the regulated standard). The mill when put into operation will attract 3,000 employees, helping to improve the industrial production value and the development of industrial sectors and related services.

An area of 120 - 150 hectares is needed for the mill, VNSteel already chose the location for the mill at Long My (expanded area) and Nhon Hoa Industrial Zone. After reaching an agreement with Japanese partner, VNSteel will carry out essensial investment procedures, of which is the establishment of the Joint stock company including VNSteel and some potential enterprises beyond and within the province.

Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Vu Hoang Ha welcomed the VNSteel’s idea and affirmed to create favourable conditions to soon start the feasibility for the project.
