The Prime Minister has lately signed the Decision No.106/QĐ-TT approving for the project “Orientation for attracting, managing and using ODA capital and preferential loans of sponsors for the stage 2011-2015”. Accordingly, ODA capital and preferential loans committed for the period is approximately USD 32-34 billion and the expected disbursement is around USD 14-16 billion.

On 16^th January 2012, Binh Dinh People’s Committee licensed for YK-Anh Minh Trading-Garment Ltd. Company with the project of garment factory in Nhon Binh Ward, Quy Nhon city. The company is established by three members which are Anh Minh Service, Trade and Garment Company (Ho Chi Minh), Kiyokawa Japan and Kiyokawa Vietnam Ltd.Companies with charter capital of USD 450,000.

The Provincial People’s Committee has approved for Lac Hong Hotel Private Enterprise and Uyen Vu Kindergarten to invest two high quality kindergartens in Tran Quang Dieu and Bui Thi Xuan wards respectively in Quy Nhon city.

The government monetary policy to curb inflation and the global economic crisis have significantly affected investment attraction in 2011. However, over the last year, Binh Dinh Investment Promotion Centre (IPC) under the Department of Planning and Investment has actively run various activities and contributed to the socio-economic growth of the locality. 

The unburnt brick project of Viet Dai Khoa Trade and Service Lt. Company has been approved and the company will carry out the procedures to start the project in Cat Hiep commune, Phu Cat district. The Department of Natural Resources and Environment will introduce the venue to be considered by the People’s Committee for the project.

In order to implement the agreement signed among enterprises linking to develop tourism in central coastal area, the Research Fund for Central Region Development has set up a new website www.vietccr.vn.

A new investment certificate has been granted to the JKK Investment Limited Company (the Republic of Seychelles, East of Africa) for the project of jeans wash factory in Tam Quan Industrial Cluster, Hoai Nhon district. The factory will be built on an area of 45,328 m2, capacity of 6,250,000 products/year. The project has an invested capital of USD 4 million, expected to go into operation in the third quarter of 2012. Mr Chan Siu Tan John is the director of the EXCEL KIND (JKK) limited company established.

Cho Lon Quy Nhon Trade Centre was constructed since 28/8/2008 on the site of the old market. It covers more than 7000 m² and has a total capital of VND 314 billion.

On 5/12/2011, Binh Dinh and Ho Chi Minh Departments of Culture, Sports and Tourism held a ceremony reviewing 5 year tourism cooperation between two localities in the stage 2004-2009 and signed for more cooperation in the stage 2012-2017. Mr Ho Quoc Dung, the Provincial Deputy Chairman attended the event.

According to statistics from ODA project management boards in the whole province, the disbursement plan for the first quarter of 2011 is VND 186.6 billion; however; the amount achieved was VND 76.2 billion, attaining just 41% compared with the plan.

Japanese official development assistance to Viet Nam will total nearly JPY26 billion (USD290 million) in the second half of the 2009 fiscal year. The new package was announced and signed on 2 March 2010 in Ha Noi  by Japanese Ambassador to Viet Nam Mitsuo Sakaba and Minister of Planning and Investment Vo Hong Phuc.

The Decision No.39/2011/QĐ-UBND was issued on 13/12/2011 by Binh Dinh People’s Committee (PC) regulating policies supporting enterprises, co-operatives in the locality to attend domestic and oversea exhibitions and fairs. The aim is to create favorable conditions for enterprises to introduce and promote their products and brand names, to look for new markets, to boost production and export and also to contribute to the local economic growth.

The Provincial People’s Committee has lately issued the Instruction No.04/2001/CT-UBND re reviewing, monitoring the manufacture of burned clay bricks and tiles with old manual kilns in Binh Dinh Province, and implementing the development program of unburned materials+. Accordingly, the PC has directed the Department of Planning and Investment to start promoting projects in unburned material in the locality.

In order to mobilize investment in solid waste treatment and to improve the environment quality and community health, the Prime Minister has recently issued Decision No.798/QĐ-TTg approving for the waste treatment program of the stage 2011-2020.

In the first 5 months of 2011, the export turnover in the province is estimated to reach VND 205.5 million, attaining 44.7% of the year plan and increasing 1.3% compared with the same period of 2010. In April 2011 only, the export turnover achieved USD 45.9 million, up 7.3% compared with April 2010 (USD 42.7 million).

On 7^th May, in Quy Nhon city, Binh Dinh People’s Committee in co-operation with the Air Mekong Joint Stock Company celebrated the inauguration of Air Mekong flights from Ho Chi Minh to Quy Nhon and vice versa.
